If times out of one instance, logon attempt to another instance should not call the timeout dialog

Describe the bug
Where a developer has multiple instances and attempting a NEW LOGON to an instance if one of the other previously logged on instances has times out then the user gets the "Your session has timed out please attempt the action again" dialog. This is just pointless and frustrating for the user as they need to dismiss the dialog and log on to the other instance AGAIN.
Expected behavior
When logging on to a new instance it is completely irrelevant if some other instance has timed out. This dialog should not be displayed and the user shoudl just be able to log in to the new instance on the first attempt and not be forced to repeat the action.
