Automatically shift breakpoints while editing TI code

The new feature to centrally store all debug breakpoints is great. But it has the unfortunate side-effect that while actively editing a TI which contains breakpoints when lines are added or deleted the breakpoints are anchored to the line number and not to the actual code. This means when editing code work is doubled up as for any edit which results in more or fewer lines the position of all breakpoints below the edit must also be edited. This is quite annoying. Arc shoudl be able to detect the TI has breakpoints and automatically shift them with each edit which involves a line addition(s) or deletion(s).

When editing a TI containing debug breakpoints any action which adds or removes lines should automatically shift all breakpoints below the insertion point.
