ARC TI creator will not return a preview (and therefore no variables) for a UNC data source
Describe the bug

To Reproduce
Steps to reproduce the behavior:
- Create a new process in ARC.
- Set the data source type to ASCII.
- Set the Server Data Source to a UNC path. (\ServerName\ShareName\etc.) The server does have access to this path.
- Click the Preview button.
- Get an error that ARC is "Unable to open data source" as per the attachment. Because it can't open the file, it can't generate the variables. When you save the process and go to it in Perspectives, you find that the process has saved, the preview is available and the variables are populated. If you update the variable definitions in Perspectives and re-save the process then ARC will be able to see the variables when you reload the process. It still won't generate a preview, though.
Expected behavior
A clear and concise description of what you expected to happen. When you click on the Preview button... you get an error-free preview.
