New tabs should open next to an active tab rather than at the end

A typical behaviour of a tabbed browsing experience is for the new tabs opened via hyperlinks to be created next to the active tab. Currently Arc will append them to the end of the tab list, which can create some confusion when working with multiple tabs.
I find it especially confusing when opening a window to check minor errors generated by a process. Unless the underlying TI process is last on the tab list, closing this window will jump to an unrelated tab which just happens to be the last on the list.

All the links which create a new tab should do it next to the active tab. Hopefully this is not too difficult to implement.
Describe alternatives you've considered
Opening minor logs in a pop-up, but that would not leverage the windows docking feature.
