Unable to create dimension without Leaves hierarchy
Describe the bug
Arc 1.6.0 introduces the concept of specifying a hierarchy other than the same named hierarchy as the default hierarchy and a name other than "Leaves" for the Leaves hierarchy. However this new feature seems to have had the unintended consequence that it is no longer possible to create a dimension WITHOUT a Leaves hierarchy. There are going to be many cases where alternate hierarchies are not relevant and all that is needed is to create a dimension with same named hierarchy only (e.g. Measures dimension or any small dimension really). As it isn't possible to delete a Leaves hierarchy once created it requires a server restart to remove the unwanted hierarchy which isn't desireable.

Steps to reproduce the behavior:
- Click on "create new dimension"
Expected behavior
There should be an additional (first in order) checkbox "Create dimension with hierarchies". Only if this is checked do the "Use Default Hierarchy" and "Use Default Leaves Hierarchy" checkboxes become visible/active. If "Create dimension with hierarchies" is left unchecked then only the dimension is created without any Leaves hierarchy.
