Arc display format different to PAfE and Perspectives - Arc does not display underlying value

Describe the bug Reviewing a view of a FX cube display's different formatting. Architect is different to Arc and is different again to PAfE (viewer). In addition, selecting in a cell in Architect or PAfE will show the underlying value to it true decimal point, Arc does not - it remains at 2 decimal point. Slice is behaving the same way as Arc (not surprisingly).
Below are screen shots showing same cube and data point. Both Arc and PAfE viewer show cell to 2 decimal places (no formatting set on the cube). When you select the cell in PAfE you can see value is 0.0082, however you cannot see this at all in Arc. It only shows 0.01.

Expected behaviour
I expect Arc (and Slice) to show the format set (none set, so it should show natural value to actual decimal place) and then if you select in the cell, the underlying cell value. It is not doing this.
