Arc - Settings - ability to override selected user preferences from a master file on Arc Server

We are exposing Arc's cube viewer to end-users and want to simplify the actions we want to allow them to perform. We appreciate the addition of hiding icon groups but this seems to be limited to a per user/session basis.

Describe the solution you'd like

It would be great if there's a global configuration setting where we can set which buttons are visible to ALL users (e.g., sandbox icons are hidden by default). This will allow users to more easily find the buttons they need, without having it hidden among the ones that are not relevant.
